f) on existing plots, where at the time of the plan's entry into force the above parameters and indicators of shaping development and land management have been exceeded, adaptation of existing development is allowed with a ban on its expansion or raising, causing further exceeding of permissible indicators or parameters. The above allowance does not apply to development erected without the required permits and agreements - in cases of legalizing construction violations, only development that meets the indicators and parameters specified in the plan can be considered compliant with the plan;
