§ 31. 1. The purpose of the areas marked with the symbol MN5 is designated for single-family residential development.
2. Basic provisions:
1) the primary function is single-family detached residential development along with accompanying infrastructure on undeveloped areas,
2) tourist services in the form of guest rooms are allowed in the single-family building, with a maximum of 4 rooms with a total area of up to 100 m2,
3) services related to trade, gastronomy, crafts, and other non-intrusive services with a total area not exceeding 30% of the total building area are allowed,
4) the construction of auxiliary buildings is allowed,
5) existing buildings can be adapted with the possibility of modernization under the conditions specified in paragraph 3,
6) existing geodetic divisions resulting from administrative decisions made before the entry into force of this plan can be adapted.
3. Rules for the implementation of development:
1) the minimum area of newly designated plots is 1200 m2 for areas with an average elevation above 0.0 m above sea level, 1500 m2 for areas with an average elevation below 0.0 m above sea level; this does not apply to plots designated for technical infrastructure and roads or plots designated to improve the management of neighboring plots,
2) the minimum width of the front of designated plots: 30.0 m for areas with an average elevation above 0.0 m above sea level; 35.0 m for areas with an average elevation below 0.0 m above sea level,
3) unexceedable building lines: 10.0 m from the boundary lines of collector roads KDZ and local roads KDL; 6.0 m from the boundary lines of other roads; 5.0 m from ditches and drainage channels; 50.0m from the foot of the flood embankment, taking into account § 13 paragraph 8 and § 21 paragraphs 6 and 7.
4) the area of building coverage of the plot: maximum 30%,
5) minimum area of biologically active land: 50%,

6) height of main buildings: 2 floors, including usable attic, maximum 11.0 m to the ridge,
7) height of auxiliary buildings: maximum 6.0 m,
8) roofs of main buildings: symmetrical, gable, slope of the roof 30º - 45º, main ridge parallel to the front of the plot,
9) roofs of auxiliary buildings: gable, symmetrical, slope of the roof 12º - 40º,
10) roofing of roofs with tiles or similar roofing materials in matte shades of red, browns, or grays,
11) the realization of roof projections and knee walls with a maximum height of 1.2 m is allowed,
12) the elevation of the ground floor must be at least 2.5 m above sea level with the obligation to raise the area around the building to at least 1.25 m above sea level,
13) due to the existing flood risk and soil-water conditions, basements are prohibited.
4. Environmental protection and shaping:
1) no special forms of protection have been established on the area based on nature protection regulations,
2) the areas are located in an area potentially threatened by extraordinary flooding; the provisions of § 13 paragraph 7 apply.
5. Protection of cultural heritage:
1) the areas are not covered by a legal form of protection of cultural heritage and monuments as well as contemporary cultural goods.
6. Communication:
1) the provisions of §§ 15,16 apply,
2) a minimum of 2 parking spaces within the plot is required for 1 residential house/apartment (the garage can be counted as 1 parking space),
3) the organization of access to plots from local roads KDL and access roads KDD located on the flood embankment is prohibited, except in special situations and existing accesses.
7. Technical infrastructure:
1) connections or their changes must be implemented based on technical conditions specified by network managers, taking into account the provisions of §§ 17 to 25,
2) solid waste must be collected in containers located on the plot.
8. Other:
1) designated green belts of medium and high vegetation along the collector road KDZ are included in the plot areas, they serve as insulation from the road and should be executed by the plot users,
2) the construction of buildings in the area exposed to increasing traffic intensity (50 m from the boundary of the road lane of the KDZ road) is at the investor's risk; it is recommended to implement appropriate safeguards through proper land management and adequate soundproofing of buildings intended for human habitation,
3) the proposed division into plots is not obligatory,
4) the proposed layout of internal roads KDW and pedestrian-vehicle paths KDpj not geodetically designated is not obligatory,
5) absolute protection of existing drainage ditches is required, ensuring access necessary for their operation and maintenance,

6) the possibility of reconstructing drainage ditches that prevent the realization of investments is allowed; in this case, the preparation of a reconstruction project of the drainage system in the area of the planned investment, performed by an authorized person, and obtaining the consent of the relevant water management services is required.
