13) the area of the newly designated building plot not less than 1000 m², except for plots designated for technical infrastructure facilities and for enlarging the adjacent building plot, where any area of the building plot is allowed;
14) communication service from adjacent public roads and from public roads via internal roads, with the obligation of communication service for service development areas 3U and 4U from lower-class roads;
15) prohibition of direct connections to areas 3U and 4U from the road south of the boundary of the plan development stage.
