The Kunice Municipality has initiated a change to the Local Spatial Development Plan (from 2003 with a designation for aggregate mines) for purposes consistent with the Study, thus for residential and recreational development. However, as of today, there is no consent for development due to the existing flood risk from the Kaczawa River. The flood risk occurs in a large part of the village of Spalona, including at the water reservoirs due to the proximity of the Kaczawa River and the occurring floods.
