The property is located in the town of Hrubieszow, at Dwernickiego Street 2 - Hrubieszow Municipality - City, Hrubieszow County, Lublin Voivodeship. It is situated in the southern part of the geodetic area of Slawencin, which directly borders the city center. In the vicinity of the property, there are service and utility facilities, shops, dining points, hotels, schools, hospitals, residential areas, green areas, etc.
In the immediate vicinity of the property, there is a disused line of the Hrubieszow Narrow Gauge Railway, which on the section Werbkowice-Hrubieszow has been entered into the register of monuments of the Lublin Voivodeship under number A/893 based on the decision of the Provincial Conservator of Monuments in Zamosc. - the building is partially basement on the western side. The entrance to the basement is located outside, i.e.: from the side of the commercial-service building.
On the ground floor of the building, there are three premises with separate entrances, along with rooms in the attic. There are holes in the floor, in some rooms the ceilings have fallen off, and the roof has defects. The building is equipped with electrical, water, sewage (non-drainable tank for liquid waste - septic tank), and lightning protection installations. In addition, a gas and telecommunications network runs through the plot, and there is also the possibility of connecting to the sewage network.
An energy performance certificate for the building has been prepared where the assessment of the energy performance of the building shows:
- Annual demand for usable energy: EU = 313.17 kWh/(m2year),
- Annual demand for final energy: EK = 591.87 kWh/(m2-year),

- metal windows, without glass (covered with a plate);
- substrate made of concrete screed;
- no sheet metal processing - gutters and downpipes;

- fencing made in 1955, from woven wire on posts, set in the ground and spot-concreted, with a total length of 152 meters. The fence is corroded, bent, and partially does not hold verticality,
- toilets made in 1952, according to information in the land and mortgage register, the year of construction is 1938, in masonry technology, with a building area of 5.60 m2. Single-pitched roof, covered with tar paper, on full boarding, with numerous defects,
- concrete sidewalk with a total area of 16 m2, year of implementation unknown. There are cracks and defects in places,
- ground hardening with gravel (unsorted), with a total area of 83 m2, year of implementation unknown. There are numerous depressions and unevenness, and in places, the gravel has mixed with the soil,
- ground hardening with paving stones, with a total area of 360 m2, year of implementation 2014. There are depressions in places.
According to Resolution No. XXX/306/09 of the City Council in Hrubieszow dated February 3, 2009 (Official Journal of the Lublin Voivodeship dated March 27, 2009 No. 36 item 937), regarding the Local Spatial Development Plan of the City of Hrubieszow - Zeromski Stage I, the valued property, located on land plot number 1510/13, in the area of 0258 Slawencin, is located in railway communication areas with the symbol 1KK.
The detailed description for the symbol 1KK indicates that: the area of the Hrubieszow Narrow Gauge Railway (disused) with buildings, entered into the register of monuments - monument registration ZA/502 - owned by PKP - open areas. The possibility of secondary divisions of the property is allowed for the purpose of locating residential, mixed-use, and service facilities, according to the investor's needs. Existing cubic objects are preserved with the possibility of renovations and modernization, replacement, and possible change of their purpose. A pedestrian-vehicle route constituting legal access to existing and planned buildings should be designated.
