Plot of land no. 73/9 with an area of 1999 m2, built with a single-family residential building under construction located in Rumia, in the cadastral area 0013, at Dębogórska Street (entrance from Jałowcowa Street). Due to the interruption of construction works and degradation of building elements, the building will be demolished by the buyer, or the buyer may resume construction works at their own effort. The neighborhood consists of single-family, terraced, and semi-detached residential areas. Recently, many high-density development projects have been completed on neighboring plots. On July 12, 1999, a decision was issued approving the construction project and granting a building permit for a single-family residential building – completion of construction works in Rumia (plot no. 73/1, precinct 13) at Dębogórska Street. A Construction Journal has been issued for the investment. The construction is being carried out in accordance with the Building Law regulations but has been suspended for more than three years and therefore requires the resumption of construction works. Article 154, paragraphs 2-3 of the Act of August 21, 1997, on real estate management states that in the absence of a local plan, the purpose of the property is determined based on the decision on the conditions of development and land management. In the absence of a local plan and a decision on the conditions of development and land management, the actual use of the property or the provisions of the general plan of the municipality are taken into account. According to the Act of March 27, 2003, on planning and spatial management (Journal of Laws 2023, item 977, as amended), the study of conditions and directions of spatial development of the municipality remains in force until the general plan of the municipality is adopted. The market value of the plot was determined in the valuation report prepared on May 28, 2025, by a licensed property appraiser. This report can be made available for review to interested parties.
